There are miniature bull terrier breeders in Japan - just a quick search on Google turned up this site

of a breeder in Shizuoka, and you should be able to find others at dog shows, the annual Breeder Directory "Aiken no Famiri" and the January edition of the magazine "Aiken no tomo".
Why not have a look at the Japanese breeders before you go to the difficult, expensive, and risky effort of importing.
I should also add that any serious British breeder would be unlikely to export their puppies to Japan for various reasons, and therefore you run the risk of being sent poor-quality dogs from suspect breeders. An acquaintance of mine paid literally thousands of dollars to have a Chow Chow imported from America, and the dog had a poor temperament, and looked nothing like a Chow Chow.
