Hello, Sisters next door neighbour has mated their JTR and we noticed they have turned the brick shed into a whelping shed. It has two windows that open and a door they can lock but on the roof they have that plastic roofing (the kind you put on your garage roof) and were worried it will become a sun trap on hot days. Is this acceptable i don't have any experince in this feild so any information would be gratefull.

I would say this was not acceptable for the reasons you have stated.

with a dog as small as a JRT surely they have room in the house for a whelping box and a puppy pen.  Once pups are say five weeks old then a pen attached to this bui9lding with the door and winsows open will maybe be useful for shelter while they are outside to play.

To make this into a safe kennel the roofing and ventilation would need to be addressed.

Thanks, I will let her know that this is not acceptable. Hopefully they will listen to her. If they don't who would be the best place to inform ie dog warden or rspca? or do we inform both?

Would try the dog warden, doubt the RSPCA would do anything at all unless you have a very good local man/woman
