May I seek for some help to correct my tri collie who is now 3 years with slight cow hock legs ( hind legs ). I am staying in an apartment with marble flooring, will you think this could be the cause of it? Should I run my boy up the stairs or should I cycling him daily, which one will works better?

It could be, in fact it is likely to be a fault in the dogs construction and you may be able to improve the dogs movement but unlikely to change the construction. The only time it would matter would be if you wished to show or breed the dog, it should be able to work and do obedience and agility without any problem.
