we just bought 8 week old pup + were wondering when the best time to start training is? It's ok to say no when they nibble fingers. right? or will this just scare pup? Please help since we want to do right with our pup and its been a while since we had a pup

Training should start the minute you get the pup home - the sooner the pup starts to learn the rules of the house the better.  Saying 'no' won't teach the pup anything, as it doesn't understand english :(  Far better to ignore the behaviours you can ignore (like running off with your socks!) and distract from the ones you can't (like chewing shoes/fingers) - when this starts offer a toy the pup CAN chew on (like a ragger), and praise it for chosing the chew over your favourite shoes ;)  Don't forget socialisation is VERY important at this age, and you should think about getting your pup into a GOOD puppy class ASAP - when the vet has cleared him with his jabs.  Good puppy classes aren't easy to find - go an watch a lesson first, before you take your pup, to make sure they use the latest positive training techniques and don't allow a 'free for all' so all that the puppies learn is you have to be really agressive if you don't want to get flattened
