I would check the DEFRA web site first, as I have a feeling that Hungary is not one of the Pet Passport included countries.

they join the Pets procedure from October 2004 :)
Hi guest i exported 2 labs to LA last year, i booked everything myself as the companies were very expensive. Its not as hard as you would think, puppies cant fly untill 10 weeks old the vets over there would do all the paper work ie fitness to fly, injections etc, and i got the crate for them to travel in from pets at home.I rang lots of airlines they told me what size crate i would need and my pups went from heathrow airport.. I also attached a large bunny drinking bottle to the crate so that water wouldnt spill everywhere, i did get them used to drinking from a bottle before as you can always be sure that the pups would tip there drink over so they are sure of having a nice dry bed to sleep in... Good luck

In my experience it is a lot easier to export than to import! But, if Hungary is joinging there are a few basic steps you can look at. first of all, are any airlines getting approval to fly pets on the scheme? Secondly, if so, will these airlines book direct, or will they only use an approved carrier. If this is the case, then you are stuck with their nominated agent, and most of the dealings with them will probably be done at the Hungarian end (by your dogs breeder?). Hope that gives you a starting point.

There is a vast difference between exporting dogs from and importing them to the UK.
We have exported many times to different countries and imported (using PETS) once.
Exporting them is relatively easy, some countries require almost no documentation while others have many requirements, but they are quite straight forward. Importing them is not difficult but every step must be rigidly adhered to so that the dog is not rejected by the authorities.
We were lucky that we had an intelligent friend with a very good command of the English language who followed the instructions to the letter, this did not stop us from worrying but at least there were no problems.
