It's normal behaviour for a dog who has an irritation, yes.  But it must be distressing for her - it can be caused by allsorts of things - primarily allergies to something in the home, something the dog has been in contact with on walks (one of mine used to react VERY badly to crop sprays), or something taken internally - such as an ingredient in food or treats.

Does she appear to have an irritation? Because, if not, I'd try to discourage her by distracting her or interesting her in some other activity. I've heard of some cases, not all that uncommon of O.C.D. in dogs. This repeated, obsessive behavior can sometimes lead to something going on with the synapses in the brain and turn into a problem. You can read about it online if you just type it in....if you're interested. I probably read too much and now I'm all paranoid. So, don't mind me too much.

I agree with Digger, chewing feet is a prime symptom of allergy.  Could be environmental or food.  Outside or in; Shake N Vac is a prime trigger, fertilisers etc, or she may have a problem with a food component.  Find the cause, eliminate it and you will eliminate foot chewing otherwise you will spend lots of time and money treating symptoms.
