Topic Dog Boards / Visitors Questions / Saggy undercarriage

My 2 year old bitch has developed a saggy undercarriage!  She is not having a phantom pregnancy, in fact she is speyed.  Though she did have a phantom and produced milk 3 month prior to being speyed.... could this be the cause?
She is a Golden, not overweight, lean and well muscled and I can feel her ribs easily.  She gets plenty of exercise in the form of 3 walks a day, 2 one hour off lead with plenty of running and romping with my other dogs, and 1 45 minute on lead walk.  She also swims a lot.
Is there anything that can help tone her up or has the effect of milk production left her this way for good?
