I live next door to a couple who own a Bassett Hound puppy (5mos) and they leave him in his kennel 7-10hrs a day. The poor puppy has diarrhera constantly and is very skinny. I had an opportunity to visit the home and they let him use the house and outside deck for potty. I have reported them but there are only two officers for an entire county. I have gotten the neighbors to report them but it is not enough. I want to contact every source that can help this puppy. It breaks my heart to have him locked up and howling for hours.
I would appreciate any help. They are moving in two weeks so I need advice fast.

Can you pursuade other neighbours to make a complaint? Possibly contacting the local dog warden will help.

Susan, you do not give a location so I will give you a central based rescue contact:Mrs.Willingale on 020 8241 8611. I have to warn you though that they will not be able to do anything. Your best hope will be the local dogwarden or the RSPCA. Good Luck.

It sounds from your use of language that you arein the USA, I would contact the American Kennel Club for dtails of Basset Rescue, but if the authorities in your county won't do anything then you are stuck.

You could try some educational leflets on dog care! I am afraid though unless you can get them to give up the dog, or look after it properly then ntohtuing will happen, and they probably know it!
