I have no notion or idea where i should be looking to find one , currently we live in the channel islands (Jersey) and i wish to complet this little project as a suprise and have discovered that this is not a little project:

could someone with the knowledge please tell me what i should be lookin for and some helpful information would be greatfully accepted as i believe i would require papers etc....

i would rather find a pup within the UK or Ireland as Europe would mean 6 mts in a silly pen for an uneasy start to the pups existance

firstly make sure 100% that your girlfriend DEFINATELY wants a puppy and all the mess and hard work that goes with it.If she does is it a king charles she wants or a Cavalier king charles? The first will be much harder to obtain as I don't believe there are many about.
Have you looked at the king charles page of champdogs? Also try www.pedigreedogs.co.uk...any breeder who does not ask you questions does not care so be prepare to answer them and also make sure you have done your homework and know what health tests the breed needs and what the results should be .

First port of call should be to one of the breed clubs:

Contactsfor KCS Clubs

They should be able to put you in touch with reputable breeders - with the Cavalier particularly, make sure you get a puppy from health-tested stock.
Not such a little project is it?

Hi guest, I'm in jersey & a member of the Jersey kennel club. You may want to phone the president of the club, he will be able to give you any info you need & also put you in touch with someone with king charles, Though doubt whether you would find a pup over here. He is Brian Cummings on 872773.
