We have a 9 months old male shar-pei.  About two weeks ago we noticed he was having trouble walking and standing up. His back legs did not seem to respond well.  We checked him to make sure he was not hurt, they did not find anything.  Today he is hardly moving and the problem is clearly on his back legs, either weakness on the back legs failing to support him or pain that prevents him from moving.  Often times he falls on his back legs as he tries to move around. He is also dragging the whole back of his body.
Is it  a problem related with the breed? age? sex?

I don't know so much whether it's a problem relating to the breed, but it sounds awfully like one of the discs in his back has gone.
You need to get him to the vets asap, if you haven't already done so.
It won't be related to his sex or age.

Could also be a neurological problem you need to get him to the vets.  Hope all goes well, fingers crossed.
