SSPCA called me back today. The inspector attended on Saturday, made enquiries of niehgbours who supported my report, taped the door and looked through letter box. The tape was breached when s/he returned and the dog was less distressed so they think someone had just been. Theyre going back this week at random intervals to try and catch the owner/ get the evidence to boot the door in as neighbours say the dog is never walked. SSPCA agree with me it is a giro drop and want the dog OUT. Pleasantly surprised by this inspector, who has given me her name to keep in touch on this case and Im looking out for a dog she wants to see as a quid pro quo, and we shared our frustrations at having to work within the law. She wont give up, nor me. :D
