You can start immediately.  If you never allow a pup to pull and always gently let it know that its place is by your side not a full arms length in front you should have a real head start in this.

Find a puppy training classs where they teach this early, not part way though the course :)

As Kerioak says Swifty, If you never allow unwanted actions to start then you never have to try to stop them! :)
