First, have you contacted your breeder? They should hopefully be in a position to give you the best advice. Pugs are terribly susceptible to eye injury, my bunch 'box' and bop each other in the eye. it is tremendously important to get Vet treatment as soon as possible for any eye injury, and apply the ointment or drops very frequently. it is difficult to be more helpful about the eye without knowing what the injury/scar/current problem are exactly. The usual problem involving the 3rd eyelid is "cherry eye" which looks awful but is easily dealt with by a simple surgery, however, this would not be related to a previous injury. The "hiccups" you describe sound like a soft palate. One of my pugs does this too (as did one of my Am Cockers) it does not cause any problems and is not a cause for concern.
