How do I deal with my 17 month Golden Retriever she is quite well behaved but if I have to say no for any reason or raise my voice she thinks its a big game and chases around everywhere.

Sounds like she's doing something 'naughty' to get your attention and then celebrating when it works.  ;)

Bet you sound excited when you shout no and she thinks it's time for a game, try calling her to you instead in a calm voice and praise if she comes to you. You will stop her doing what you dislike and at the same time made her obey your request.

I've always found that raising my voice causes excitement, lowering the voice has more of an effect when saying no (works on children too :) )
