Take the paper away and go back to basic puppy training, to start with go with her into the yard and treat her as you would an 8 week pup.

She's reluctant to do it outside because she's still very much a baby and she doesn't want other dogs to know she's there on her own - hence she's OK when your mother's dog is about.  It's something that will come in time - but meanwhile taking the paper away and giving her a biiiig reward when she does it outside (you will be out there with her ofcourse, so you can see what she's doing ;))  Do NOT whatever you do loose your temper, or you'll only reduce her confidence and make the day when she is brave enough to go outside further and further away :)
