my 14 week old puppy goes out now for walks , but she wont do a pee outside ive just had her out playing and walking for about 25 mins, as soon as we got back in she went to her paper and had a pe....any advice please ??

Not sure that a 14 week old puppy should be going out for walks/play that last 25 minutes? I would not take out more than 15 at most.  She has probably become conditioned to eliminate only on paper; hence why I never train on paper as you will need to train all over again on another substrate such as grass.  Remove the paper to outside and then gradually reduce the size of the paper until she is eliminating only on grass.
