who grants breeders licences??

As far as I know Local Councils.

It is usually your local county council.  Here they send the Dog Warden around to inspect the kennels and if everything is ok and you pay for your licence the Council send it on to you.

Local Authority/Council Enviromental Health Office.  It is the Enviromental Helath Officer, who can be accompanied by Dog Warden, Vet etc. who deal with licensing.  There are various criteria to be met before a licence is granted, and they vary between councils, although a lot refer to the "Model Kennel Regulations" for their guidelines.
