Is it illegal to buy puppies and then sell them to someone else? why is it illegal? I thought that is what rescue centres do  except they get the puppies for free or the owners have to pay to put the puppies in the rescue centre. Have I got this right?

Just imagine the costs involved in the running of a rescue centre - the housing, feeding, medical attn etc that one individual dog needs- and the advertising, vetting etc trying to re home the poor thing! :(

If you have a licence it is legal, but only then as far as I know.

It's not illegal but is is against KC rules for a third party(other than the breeder that is)to sell puppies. One couple got banned by the KC for selling puppies to the old Mayfield Kennels puppy dealers

Edited to add I once rescued the last three bitch puppies from an"accidental"litter & the "breeder"asked me for £50 a puppy !!!!!to cover her costs of rearing them. They were 8 weeks old when I got the three GSDs(no I did not pay for them)They weighed 15 lbs in total(five pounds in weigh each)instead of roughly that each. They were skin & bone & had been fed half a tin of meat & four onces of complete a day by the "breeder" Our rescue do NOT sell any of the dogs, they ask for a donation towards their keep & always put the dog's welfare first, unlike the main rescues we don't get £70 + per X breed or £150 per pedigree like the local RSPCA get

As Jackie said, it is legal if you have a licence (Pet Shop licence).  to obtain this you  have to fulfill a whole lot of criteria, which possibly incudes planning permission for running a business.  Leaving aside the legality of it, it is not ethical nor is it good for the pups/dogs.  Rescue centres serve a valuable purpose in finding homes for irresponsibly bred litters, and those from homes who cannot cope, dogs who have been mistreated etc, etc.  Their purpose is to further the welfare of dogs.  Dod dealers purpose is to make cash, irrespective of the suffering caused, to both dogs and new owners.

Good rescues do not 'sell' puppies - they ask for a donation to partly cover of the costs of looking after the 100's of dogs that come their way - many of which have immediate medical needs that the rescue pays for.

I cant see why anyone would want to buy puppies to sell on other than financial gain! (naturally rescuing them is different) and that is wrong they are living creatures regarding of breed, age or anything else.  :-(
