B'ham evening mail tonight a story about and EBT who was so thin he was forced to eat grass and bark off a tree to try to survive; neighbours reported it to the RSPCA they visited and told the owner to "buy some dog food and take him to the vets." The owner did NONE;and when the neighbours reported it again the RSPCA re-visited 9 days later and removed the dog he was so severely starved that his ribs and spine were visible. For 4 months and he'd kept him chained at the bottom of the garden, with only a derelict shed for cover. The EBT was so badly emanicated it died soon after it was rescued.
PUNISHMENT;    
The man has been banned from owning dogs for 20years, given a 2 year community rehebiltation order, placed under a curfew for 6 months and ordered to pay £1,000 costs.   

But is this enough of a deterent? Karen

NO!! I think he should be tied up!  IMPO he should be put in jail. 

Nope, he should be chained to a tree and starved.  I personally would eliminate these people and also the people who do the same to their children but I suppose that's not politically correct.  My opinion only of course.  Cruelty to the defenceless I just can't stomach.

OMG just pi**es me off to hear how people can treat animals...makes me more since they were called and no one came to help till it was too late....I think them as well as the RSPCA should be dealt with, that is disgusting :( They could obviuosly tell they were not feeding the dog so they should of removed the animal then....

Sounds like a neighbour I use to live by before I moved, called the humane society many times, if they would of taken the poor little girl to begin with she probably would of made it pass 6 months :( They never took her.....

How many chances do you give someone just because it's an animal should the animal be treated any different....:(
