are the optional blood tests available prior to being spayed recommended ? for an under 1 year old small dog ?

I personally wouldn't bother if my dog was outwardly healthy. I only used to have the blood test done with my oldies prior to any surgery.

I would have one if its not too expensive i.e. less than 30 quid. My vet has just done a blood test on my 13 month old and its shown up a problem. I think have one at 12 months to make sure everythings ok and then another when they are about 7.
Just had my bitch speyed at 19 months, they said the test was optional and was more for older dogs or dogs with known problems. I think it showed up blood ureas and some other things. My bitch already has a heart problem but they were not that concerned about her having the test as she already has had many anaethetics. My vets charge £21, but I think this test is done just for anaesthetic purposes and not a general blood test for most things.

it would be £11, she's never had any tests or anything before, so i don't know if she's likely to have any problems or not.
do they shave their leg for the operation ?

They shave just a small patch on the front leg, which is hardly noticeable. They will also shave her belly and probably a bit from the inside of her upper back legs, e.g, her "thighs." None of the shaving is noticeable afterwards, so don't worry.
