Have too agree, you need to spend more time with him on his own, training, playing and teaching tricks. It seems that as far as he is concerned you do not have any meaning in his life and he will either play with the bitch or entertain himself. It is one of the problems of having 2 dogs of the same age, they are inclined to entertain themselves, when you only have one you are forced to form a relationship with the solo pup.
Hi Guest
As the two up above says. He needs mental stimulation on his own.
Perhaps you could do some searching. Labs are good at that. You could start making a track (the dog is not outside to see this) on perhaps ten steps, each time you take a step you put a treat or some food, if he is fed dry food. At the finishlines, you put a little pile of treats, so he ends up with a succes.
Then get the dog, get a grip on his collar, take him to the startline (marked with a stick or something, so you can find it :-)), give him the commando "search", you will probably have to guide him the first many times, but eventually he'll get the hang of it!.
At our trainingsessions, we sometimes end the lesson with a fieldsearch. We make a square marked with four sticks, we keep our dogs on the leash, throw treats in the square, and give the commando "search field"
This you could do with his food, if you have a lawn, this will stimulate him mentally, because he has to work to find his food!
Good luck

I forgot, when he gets the hang of the track searching with treats, you should expand and in the end you can make long tracks and use other items he should find.
My friend had a GSD, and one day she lost her keys, her dog was trained in searching and found her keys!
We live in appartments with a big green area around, lots of grass I can tell you!
