SHe had a litter when she was 11 months old... could that have anything to do with her being like that? She is such a good dog, but she has bad behavior. Would it be too late to take her to a training school now? She is 1 1/2?

Being like what? A Lab' who doesn't quite look like a Lab', is on the small side? or because she is badly behaved?

Either way, it could have a lot to do with being bred while she was such a pup herself!
To have a litter at 11 months of age I'm guessing she was bred at possibly 8-9 months....you can't then expect her to finish growing and maturing when she's putting her all into raising a litter. So yes, she could very well be on the small (under developed) side because of being bred so young!
You also can't expect her to be well behaved, she's had no time for training (which is your job btw) as she's been too busy raising puppies. You only get back what you are willing to put into a dog I'm afraid! But no, it's not to late to take her to training school at this age.
