I was just reading through another forum and there was a post about an E-collar, I have never heard of one of these contraptions, but got the impression that people use them to control their dogs via administering an electric shock? Hopefully I am wrong about that?

No you were not wrong, and as far as I can see they are used by people who are unable to control there dogs in any other way. Whether this is because of their choice of dog or their inability to learn how to train their dogs I have no idea.

Unfortunately no your not wrong thats exactly what it is ,there is actually a training school where I live where the instructor has recomended them to several people for problem barking.The ones I have seen sense when the dog barks and administer a shock sad isn't it.
