How about a second vets opinion? I expect you haven't got any answers as people are stumped here too! Hope I'm wrong and someone can shed some light on it for you.

Yes second opinion needed and also consider homeopathic vets as well they seem very good with skin problems also some dogs are allergic to the very food they are eating so check that and make sure they dont use shake and vac or that type of stuff its terrible for dogs skin.

You could try changing her on to Burns food, its specially made for dogs that have skin/allergy problems and is made from well sourced "pure" ingredients. It certainly wont do any harm - its a very good food - and if the problem is diet related you may see an improvement, though it may take a few weeks. Is there anything at all in the house/garden that has been changed, for example; different diet/new treats/garden sprays/ new washing powder/conditioner used? As Mattie said carpet powders are a no no, and Febreeze sometimes causes allergic reaction in dogs. Is there anything she could have eaten/drunk ( anti freeze or something else toxic) that she shouldn't have or anything at all that she could have been exposed to recently that she hasn't before?
Do consider a homeopathic vet, My dogs ( am myself for that matter) have been cured by homeopathy when all else has failed. "Human" homeopaths use the same principles/remedies on animals though they are not allowed to receive payment for treating animals, but a sympathetic one may help you. Its not mumbo jumbo honestly - and you dont have to "believe" in it!!!
Many vets, including my own just recently, are now taking homeopathy seriously at last. If you cant find a homeopathic vet in your area, have a look at www.ainsworths.com ( or co.uk - sorry never can remember which!), get their phone number from the site and give them a ring. They will ask you questions about her symptoms and recommend a remedy, which only cost about £6-£7 each mostly.
Out of interest has she had any vaccs/boosters lately?
