I have a 1 year old bassett, Roscoe. He still is messing and peeing in his cage, he has gone a long time without messing, now he is doing it again. I have moved from my parents house to my own townhouse, could this be a factor? I am tired of coming home and finding a big poopy mess. I can't stay after school to go running in fear that if I leave him too long there will be a mess, and there always is. I am at my wits end, I need help and some suggestions.

How long is he left caged? It could be as you have moved, he is worried and you know what happens to bowel control when you are scared. You could also have a vet check that nothing is wrong and try leaving him in a room loose with access to somewhere where he can go. Poor lad, worried sick because his world has been changed and now he has to spend a long time sitting in his own mess, don't suppose he is too pleased either.
Can someone he knows and likes spend a couple of weeks with him to do a bit of retraining and help him come to terms with the fact that for some reason his world has changed. Or could you return him to your parents during the day whilst you are not at home and pick him up after you finnish work. The only other thing is to perhaps ask his breeder to rehome him, with someone who is around to sort the problem out.

I would also like to know how long he is in the cage.
Any Dog not able to get out when he needs the toilet if he cant get out then he will mess and that is double stress for the dog.
Risking being shot down in flames can we please bear in mind that dogs are not happy being caged animals I do accept that some get used to a cage and may even like to sleep in them but !! some dogs are in them all night, then all day whilst owners are at work ! Im not saying this is the case here.
When I came here to start the sanctuary I had a feeling of dread that I would have to scrub down every kennel and run each morning but the amazing thing is that most dogs that come here dont messs in the runs the reason being they get free play/tiolet times three times a day therefore It must be most distressing for a caged dog not to be able to go to the toilet outside,Dogs do not like to be in a mess and will not normally mess in a confined space unless they cant help it.
