My dogs (Retrievers) both do this, usually when we first come back in to the house. We refer to it as smiling, the top lip sort of wriggles, showing the teeth. I find it really sweet, and not threatening in the least.

Hi Guest, don't worry. Many dogs smile - and it is a genuine smile! I've known labradors who do it, and dalmatians are renowned for it. If you are lucky enough to have a 'smiler' you'll soon start to recognise different smiles - from the embarrassed smile when she's made a fool of herself to the delighted grin of welcome when you return home!
Did you get her from Rottweiler Welfare? If not why not get one of their reps to take a look at her to see if she's ok and is just 'smiling'.

Both my rotti's smile and they also talk which alot of people mistake for growling.
When I got my first rotti and she started talking I thought she was growling at me but we took her to see an experienced rotti person and they said she was just talking to us.
