Two pups at a time
is a total nightmare! I've done it, and I know it takes much much longer to train each of them than if there was just one. There's no way one person can concentrate properly on two pups at a time. So you do have my sympathy! Was there a particular reason why you have two - my excuse is that they were homebred and not all the pups sold, so I was left 'holding the baby' as it were. I'd never do it by choice!
If your garden is private and secure I would say take them outside - I always do with mine and have had no problems. You won't manage to paper train them in two weeks, and then you'll have to start
un-training them from the paper and training them to go outside.....they'll get very confused and you'll go bonkers.
Clean the spots they've weed on with a solution of biological washing powder, or one of the proprietory 'scent removers' you can buy in pet shops. Then they'll be less tempted to wee in the same place again.
Good luck.
