Some puppies do this particularly small breeds if she is nervous or feeling a bit lost.

My pups always shiver when they are picked up by their new owners but they soon grow out of it.
What breed of dog is it?

tilly had the shivers the other day, i was worried at first, but then i heard another dog barking somewhere nearby, sounding distressed and thought perhaps it was making her nervous. She wasnt poorly just a little unsure. I wish i had some way of finding some of the dogs i hear crying and barking all day around here. Theres one that must get locked out all day and it yaps non stop til after dark. :(
