If the dog has been castrated and the vet did the job properly the the dog has NO testicles and you can't get cancer in an organ you do not have, everywhere else but not the testicals. The dog can still get prostrate cancer but that is very rare in dogs anyway, it can still get mammary cancer even though it is a dog, infact it may be more likly because the male hormone has been removed.
Edit to say. may be you are confusing the scrotum with the testicals. the scrotum is just the bag that holds the testicals and that is not removed, if your dog has only just been done it will be swollen and look if anything larger than before and it is important that he does not lick it.
