My neighbour has a tendancy to get dogs for a while, do no training, breed them and then get rid of them if they become to much for her.
I have lived next to this lady only for 12 months and so far she has had 7 diffrenet breeds, smallest being yorkie and largest being german shephard dog, but i over heard her telling someone that she wants a newfoundland because of the one that was on the tele on crufts and how they will fetch her a fortune if she breeds them.
What do i do? All her dogs seem to end up in rescue center and the local council have been told but she says that as she only breeds 2 at a time she does not need a licence and they agree.
her dogs seem undeweight and she does not seem to have a clue.
At the moment she has 8 dogs some male some female not sure which is which, she has already bred 5 litters of what she calls labradoodles ( whatever they are ) but they all sold within weeks.
am i being a nosey neighbour and should i keep my nose out of her business?
I just feel sorry for the poor dogs.
One of them , a little yorkie always seems to be pregnent and as soon as the pups have gone she is pregnant again.
Please give me some good advice as what to do
her house is the same size as mine , only little 2 bed terrace with 10' x 12' garden, and to put it bluntly the smell sometimes is over powering.

Pease help me as i just want to help the dogs

I would phone the council every week and tell them what is going on, phone the RSPCA although they might not do anything,write to your local MP, phone the paper that she advertises in{I have done this before}, I would even go so far as to trying and speak to any potential puppy people entering the house, lets hope someone dosnt sell her a newfie :( :( :(

Good for you for asking if there is something you can do. Lets face it, if we all stuck our heads in the sand and ignored every body else, nothing would ever get sorted out!

In my opinion, there is NO excuse for neglecting, abusing, or exploiting dogs. My friend (he is standing next to me now) has mental health problems, they seriously affect his day to day life, but he can still take incredibly good care of his dog, and best friend, Louis!

If the dogs are creating noise or smell, then u could try contacting the local environmental health department, and you could bug the RSPCA to death and they might come out.
Does she own the house, or does she rent from the council? If she rents, you could try her landlord, as there may well be a ruling about how many dogs she can keep.

Apart from that, unfortunatley i cant think of anything else you can do, if it is her own house, and she isnt actually really seriously hurting the dogs (and mine and your opinion of what is damaging to a dog is very different from the RSPCA'S! they only want to turn up to 'deaths door' cases), then there isnt anything that can be done.

Unless you can try to talk to her, and make her see that she is doing wrong, but i wouldnt advise that, it could cause you more trouble than it would solve.

If it smells, as I imagine it does, then the Council ought to investigate it as a health hazard, surely?

If it smells the local enviroment agency will get the dog warden to call round and check it out, most councils are pretty helpful in doing that..basically they just pass the book but the dog warden might just be able to do something about it...i hope .

maybe the local paper would be interested in investigating it? also environmental health may be interested if there is a smell.

The local paper cant really investigate without concrete evidence or else they could be sued for defamation of character by implying the breeder is doing something wrong . If the RSPCA and the council have done nothing the paper would find it very hard to imply she is doing anything wrong merely because a neighbour says so
Its one of those tricky situations where no one wants to get involved but if the smell is bad etc then you could act upon that issue and hopefully further investigations may lead to them finding out what type of a breeder she is

Generally speaking ( even though the council does not inforce it) anyone keeping animals must ask for permission to have animals.

Speak to your local councillor , they may have an interest in animals which can make or break a case.
If you can even restrict the amount of animals she has you are doing something. Most councils will not tollerate more that 2 dogs. So you have rights as a neighbour.

It is not the having 2 litters at a time that determines if you need a licence it is the amount in a year. Someone can correct me but I THINK it is 8 litters a year although there has been talk of changing it.

There is something you can do if you want to and it can't be construed as harassment if you are honest, don't gossip, don't tell none truths.

Can you not check with the Kennel club to see if she is registered dogs with them. Threy can't give details but they can say YES she has litters registered or NO..

It may take you sometime but my honest advice would be to go down the amount of dogs she has path and fight this.

She must be making a profit out of it or she wouldn't be doing it. Is she paying income tax I wonder? and wouldn't this affect benefits, if she gets them. Might be worth a phone call.
