
Good for you for asking if there is something you can do. Lets face it, if we all stuck our heads in the sand and ignored every body else, nothing would ever get sorted out!
In my opinion, there is NO excuse for neglecting, abusing, or exploiting dogs. My friend (he is standing next to me now) has mental health problems, they seriously affect his day to day life, but he can still take incredibly good care of his dog, and best friend, Louis!
If the dogs are creating noise or smell, then u could try contacting the local environmental health department, and you could bug the RSPCA to death and they might come out.
Does she own the house, or does she rent from the council? If she rents, you could try her landlord, as there may well be a ruling about how many dogs she can keep.
Apart from that, unfortunatley i cant think of anything else you can do, if it is her own house, and she isnt actually really seriously hurting the dogs (and mine and your opinion of what is damaging to a dog is very different from the RSPCA'S! they only want to turn up to 'deaths door' cases), then there isnt anything that can be done.
Unless you can try to talk to her, and make her see that she is doing wrong, but i wouldnt advise that, it could cause you more trouble than it would solve.
