I was just wondering if it is my normal vet that does hip scores or do i have to take to a special vet?

Your usual vet should certainly have the facilities. Ask how many hipscores they do, because like most things, expertise comes with practice.

If your normal vet has the facilities, they will take the x-rays. As long as the positioning and quality of the x-ray is ok, the actual scoring is normally done externally by experts.
