I would say probably nearer to 18 months to be on the safe side.

In Gundog working tests no puppy (up to 2 years) is expected to retrieve over a fence. Of course we are looking at 3 to 4 foot fences and most agility jumps are lower. But then of course we only have to clear them twice, (once going and then coming back) whereas there could be several jumps and the table in a single agility round.

Take care is my advice, better wait a while than take risk.
