My 4 month old yorkie's ears are folding backwards. They went up a few weeks ago and now the tips are folding backwards. Is this normal? Will it go back up? How do I fix it?

Ears do all sorts of things when a puppy is teething. What were the Mother's ears like? Were they erect? Probably your best bet is to contact your pup's breeder for advice on what they do to encourage correct ears.
