I have a fence jumper too, only, even a 6 ft fence poses no problems to him, so im saving up to build a brick wall around the front of my house, to be topped with wooden fencing, and a post and wire affair with wooden trellis at the top in the back.
If your dog has a top height, over wich she wont jump, and that height is low enough to not be a pain in the backside for you and your neighbour, then make it solid, but if not, use some trellis.
With Rocky, if he thinks its pretty solid, he will jump it, so i have to make it sturdy enough to withstand them slamming into it occasionally, but flimsy looking so that he wouldnt consider it safe enough to jump! tricky huh!
Good luck with it, its a very very irritating habit once they start it!
