No Cockers don't often suffer from hereditary problems but as with most breeds of dogs, a number of hereditary conditions are sometimes seen in the breed. These include the eye disease, PRA (Progressive Retinal Atrophy) and the kidney disease, FN (Familial Nephropathy). Hip Dysplasia is also sometimes seen. More information can be found
here As for psychological problems, again as with any popular breed, some cases of poor temperament are seen, often in unsocialised puppies bought from puppy farms/dealers. There is also a relatively rare condition known as Rage Syndrome - more information on this disorder can be found
here It is important to be aware of the possible problems that can appear & any good breeder will be only too happy to discuss these possibilities, but it's also important to remember that most Cockers are healthy little dogs with the typical happy, friendly nature they are famous for :-) When buying a Cocker puppy, look for a specialist reputable breeder who carries out the recommended health-screening tests, preferably via a Breed Club recommendation & avoid like the plague large scale commercial breeders, especially those that sell a number of popular breeds.
