can't remember all what you had in your last post but what if you missed out the balcony for a while and then when you take him out he may realise he does not have it to fall back on after a while ???I feel for you it can be so frustrating at times but hang in there someone must have an idea for you..:)
what about using paper on the balcony to paper train rather than balcony train...then try paper out of the house....worth a shot at least.:)

Our pup was initially toilet trained on old towels rather than paper . He was absolutely brilliant in the house while little but when we tried taking him outside it wasnt until we put down a towel for him that he would do anything . We tried this for a short while and now he is fine . He will go outside without the towel now so maybe this is worth a try . If you have tried him with paper in the house try putting the paper outside until he twigs that this is where you want him to go - and remember LOTS OF PRAISE .We even gave a treat as a reward and it has worked really well for him . He is 5 months old and fully house trained . Our last dog took AGES (but we never used these methods ).
Good luck

in the post i stated he went on kitchen floor at my mums that was rather than go in park if we came home he would have gone outside but only on the balcony maybe he is frightend of going in open places do you think

If I remember rightly he is still a puppy, so it is quite likely he doesn't feel confident enough to go out in the big wide world, where other bigger more dominant dogs will be aware of him if he toilets out there!!! I think I replied in theis vein to your previous post :D
