Choosing a puppy at only 2 weeks, sight unseen physically (not that anything other than aaah puppy would be apparent at that age), to say nothing of not seeing mum with her litter - OMG!! Did they ask you for a deposit too? As far as I'm aware, this is NOT remotely the 'modern way' and even if it was, I'd be off.
You can do far better than buy from this breeder believe me.
It's true that when we bought our foundation bitch after we'd moved overseas, from a UK breeder I knew well, we didn't fly back to the UK to see her (at 5 months) but relied on the breeder and the lady who bred our second hound who went to the kennels to see the one her breeder thought would fit what we'd like. We got what we wanted and she quickly made her Canadian Championship title. Again when we needed a male from the UK to enhance our bloodlines we knew his breeder and relied on photos but he was 7 months by then. He too became a Can.Ch.
On the other hand, when we bought our Whippet we drove to where she was when she was around 6/7 weeks, choosing her from the litter (we had pick) and then went back again to pick her up when she was 9 weeks.
Being asked to choose a puppy of only 2 weeks, and only from photos is NOT how things are done.
