I am looking for suggestions with regard to purchasing a fully trained black lab (bitch) for my father who is a fit and able 83 year old needing a new companion.

Any suggestions welcome as to going about this.

Have you considered trying the cinnamon trust?  You are unlikely to find a specific breed there but they match the dogs of people who have died/gone into care with other older owners who need a pal.
