I have had some delayed closures over the years with my litters. No issues just ‘ outie’ tummy buttons as adults.

This litter I have a puppy with a larger hernia....about an inch at 4 weeks of age. There is a history behind this pup. He was stuck during a c section and the vet said his cord was stretched as far as it could be. He also admitted to cutting it far to short.

So, how is this best treated. What is the earliest age can a repair be done?

To be honest, I'd talk to your vet about what's best for this wee lad.   This kind of hernia is more often dealt with when/if the puppy is castrated to avoid the need for two sets of anaesthetic.  Unless it's likely to be really dangerous, and depending on what your vet recommends, I'd wait a bit.   I don't castrate until the dog is a year, with the growth plates closed - if I have castration done at all.
