I can't help with the practicalities of the process now (or indeed at any time!) but was wondering whether the British donor dog has to be rabies vaccinated to export his semen the way foreign dogs have to be for it to be imported to the UK?

Good thinking--that's one I hadn't thought of, but as it happens they are vaccinated (back in the day when I thought we might travel, so I had all 8 vaccinated )

Yes. I have successfully exported semen to Australia during lockdown.

Can I ask which practice you went to? I was told a while back that shipping semen at this particular practice had been suspended because the mail/parcel services were no longer guaranteeing delivery deadlines
