You will get all sorts of different answers, but the easiest way to find out is to phone your local council, as each one seems to interpret the new legislation differently. 

As regards having a litter, please do think carefully about it, it's something you choose to do and it can and does go wrong quite frequently I'm afraid.  Vets fees soon mount up and the worst case scenario is that you could lose her and the pups.  I had a horrendous first litter with my bitch some years ago now, and the vets fees from two days alone, for an emergency spay out of hours and treating mum and two pups, was over £2,500.

A couple things:

Please don't do this during the coronavirus.  It will affect everything, from veterinary care for your bitch if you need it, through to puppy buyers being able to travel to you, through to socialisation of puppies when they can't meet other dogs or people.  Just don't do it right now.

Secondly, I don't get the 'we will spay her afterwards' thing.  Many women choose not to have children.  They don't get their gonads taken out just because they don't want kids.  We recognise that human hormones play a complex part in physical and psychological health - and the same is true of bitches.  Whether to breed or not is one thing.  Whether to spay or not is a completely different thing entirely, having nothing to do with whether or not you breed.  If you decide not to breed, you do not have to spay your bitch.  The longer you can keep her intact (up to about 4-6 yo) the better IMO.

Yes, check with your Council but I seriously doubt you'd need to be Licensed for a one off litter.  

However, two things - one - now is not the time to be doing a litter because you may need a vet and putting him and his staff at risk if they take in your b itch, plus we are only meant to be making essential trips which means people shouldn't be coming to see your puppies (even if you are happy to have a stranger come into your home bringing whatever with him) and to collect them.   Which means you may have to hang onto them for long past the 8 weeks they should go to their new homes.   And secondly, perhaps more importantly, only top quality animals with something to give back to their breed,  should be bred from.   There is no need for her to be forced into motherhood otherwise - risking her life if it all goes pear-shaped.

Get her spayed and enjoy her for the pet she probably is.

You also need to look at how breeding a litter from your bitch will improve the breed & how many of her breed are being bred.

For example over 40,000 registered Labradors are bred annually with around the same number unregistered as well. So is there any need to breed more ??
