I had read a forum yesterday in regards to the above testing in mini schnauzers, is this supposed to be done annually and does every vet do this or is it a specialised vet?

The MAC test is a DNA test & is only required to be done once in a dog's lifetime if that dog isn't "normal" by parentage(ie both parents are known to be "normal"either by DNA test or their parents being "normal)

Clinical BVA eye tests can only be done by a BVA panelist vet & really should be done annually as most conditions CAN be progressive or late developing. You can find a list of the panellists on the BVA site along with details of testing sessions atound the UK, testing at sessions is cheaper than individual tests done at the panellist surgery
