Actually the opposite, this is probably the most fertile time. She rejected him before because you were probably too early.
However it worries me that you are about to breed a litter of puppies and you don't know that the absence of discharge does not mean that a season is over and haven't figured out the above for yourself.
A bitch should be considered IN SEASON for at least 21 days and probably 28 days from the start of first blood - unless you are using testing of some kind (progesterone, cytology) to determine otherwise. The presence of absence of blood has nothing to do with it, other than some vague indicator which not all bitches follow.
There is WAY more you will need to know for the health and safety of your bitch, if you want to successfully whelp healthy puppies and raise them optimally. If you don't even know that the absence of discharge is probably the most fertile time in a bitch (and that day 7 is actually pretty early to breed and days 11-15 (where you are at the moment) are absolutely bang on average fertility time for most breeds) then I really am not sure you should decide to breed her without learning more about breeding, having a mentor, reading a lot more books and doing a lot more research - your bitch's life could depend on it.
