I purchased a cocker spaniel through a breeder using this site and picked up the puppy at the end of December 2018. I have still not been provided with the puppy's vaccination card or KC registration papers that were promised. Despite many excuses and promises from the breeder I am no further forward. Any advice on how I can get the documents would be greatly appreciated.

I'd phone the Kennel Club with as much information about this breeder and the puppy, as you have.

Not all breeders in the UK do any vaccination before sale btw.   Unless we had puppies of 10 weeks and up still waiting to be sold, when we'd get them their first vaccination along with those we were keeping, we didn't.   Otherwise rather than risk a vet 'ignoring' the first vaccination, as too often happens and overdose the vaccine, we'd send the puppies home from 8 weeks, minimum, with strict instructions to the owners to take them to their vet within 48 hours at which point they would be given their first vaccination.   They'd go with a Diet Sheet, a small supply of the food being used, a list of Dos and Don'ts, a history of worming - with what and when done.
