
Yep, I'd go chiro too. I find vets tend to underestimate the level of pain (in part because most dogs hide it during an examination) and a chiro will give you a much more realistic picture of what's going on, both in terms of pain and possible cause, as well as treating the dog. Very, very useful as an adjunct to seeing a vet as they can often direct you more precisely via individual muscle tension for things such as x-rays, for where to look.
Stiffness is a pain indicator and in the lower back, I'd be suspecting things like spondylosis/arthritis or possibly a mild prolapsed disc. Or indeed it could still be hips and the stiffness is from altered gait and posture, trying to compensate for the sore bits.
