I have just spoken to my Local Authority, after looking at their website which states:

"1. About a dog breeding licence
You must have a licence if you are offering puppies for sale as this is considered as 'carrying on a business'. This is regardless of the numbers of litters as it is the sale element that is important."

There is currently no info up about what conditions would have to be met to get a licence. I phoned to query this and the lady I spoke to just kept saying that the cost would be posted soon. She just didn't understand that it wasn't the financial aspect that concerned me. All she seemed interested in was the "business" side of it.

I think this will be the end for me. I will not vaccinate my dogs unnecessarily. I have a genuine passion for my breed. I have bred responsibly in a small way for over 30 years. I have bred champions. I have imported dogs. I health test above and beyond what the KC or my breed clubs require. And I suspect that this will finish it for me.

That is awful - can i ask which council?

I really wouldn't overreact at this point, to all this.

There is not enough information to know how councils will implement it.  It is very likely nothing will be implemented other than the reduced number of litters down to 3 a year.  But until we know and can see that for sure, all of this is just speculation and everyone getting worked up for no reason.

I tend to agree, but sadly those who ask have already been told by some councils that they will need a licence for any litter where pups are sold.

It seems best to sit quiet unless challenged by the council for those who bred one or two litters in any 12 months. Then argue that your activities are 'out of scope'.

Question - if an individual only breeds for their next generation which would probably mean no more often than every 3 or 4 years (if that), and doesn't need to advertise when they have puppies available, HOW WOULD THE COUNCIL KNOW!!    Are they going to police, or be able to, their entire areas?

If I was still breeding (and these days I'm glad I'm not!!) I'd sit tight.  Unfortunately it sounds like it was with the Dog Licences way back - only the responsible would line up and buy one.   Those who should have been targetted, didn't.

Bare with me for I feel this will be a long winded post....
I’m rather confused about the new licensing laws that will come in on Monday.
I’m aware that you can breed up to 3 litters per year, ok fine no license needed.... but if you sell just one of those puppies then you are a commercial breeder and need a license?!? So breeders are supposed to give them away?!? I think not!!
After now being classed as a “business”, you now need all the relevant business insurances, a commercial waste bin and need to apply for planning permission to change your home into a commercial property.
And say the council or whoever refuse a license, what then happens to a breeders mum + pups?!?
Am I the only person who is rather perplexed by these new “laws” and feels that they are only there to put a bit extra in the pocket of the government??? It does absolutely nothing to address the welfare of an animal!!!

Have a look at t the long thread on this subject. There is a link to itat the top of this page. You will also find a couple of other threads covering this.  It is all confusing and there 're different views on what will happen  not least how local councils are interpreting the rules

Don't worry so are most people include g the councils. I suggest u speak to your local.council and see what they are expecting and then maybe comeback here if u arnt happy

I have spoken to them, however they have said that until it comes into effect tomorrow then they don’t know whether or not I will require one. My girl is due to be mated on Tuesday (couldn’t breed during warmer months as we have been awaiting her health test results) which leaves very little time in order to organise a license! I have been exempt previously from needing a license due to only having one litter every 2 years, but have no idea now!

In whuch case I would look at brainless reply it may be helpful

The KC post doesn't clear anything up. If you have a breed with large litters you may have ten or more pups to sell, not just a couple. So then what?

but some councils are targeting people who breed even one litter and sell the pups.

As I have said before the only real change in the regulations wording is the litter number, it is the sometimes over zealous interpretation that is the issue.
