It is a fact that some daughters will follow their mothers in when they start, and cycle. Most of our bitches came in first at around 8 months and went on to cycle at that interval APART from one who to my surprise, came in bang on 6 months, and then started cycling at around 5 monthly intervals. This was clearly going to be pulling her down, if left, and although we kept her, she really wasn't good enough for show/breeding - OK as a puppy, not so much once mature. So I had her spayed to stop all that.
On the other hand, my buy-in Whippet hadn't shown any sign of coming in by the time she reached 11 months. I contacted her breeder who said mum and half-sisters went to around 15 months before first coming into season. I had my vet spay my bitch before she had a season despite at 6 months, him asking me to wait for one season. I had a sick elderly male at home, who didn't need to have a bitch in season anywhere around.
You may have missed your bitch's first season - sometimes first seasons can be a small event but on the other hand, she may just be a late bloomer.
