Well blow me down. I have been told by a relevant council that if I want to find out if a certain dog breeder within their local authority is registered with the council for either breeding or home boarding that I have to submit a Freedom of Information request..

Surely, as a potential puppy buyer or before boarding a dog, one should have the right to request this information from the council??

That's daft. U can make a FOI request here https://www.whatdotheyknow.com, although they often won't give u personal details that ids someone so they may refuse the request if it involves that.

That's crazy.
I know many people have called up councils to check to see if someone has a boarding licence before they contacted the boarder as they wanted to book their dog in.
Councils should be able to tell you that info as it should be in the public domain. Breeding licences there is a website with a list of all licenced breeders on it.

Same here. I checked on my area, and N. Ireland, only about three weeks ago. Names, addresses, number of breeding bitches and stud dogs were clearly stated. The site has now disappeared.

Same for Suffolk, could be the new data protection law?
