:confused:neighbour has 8 dogs in x council 2 bedroom houses has kennels breeding dogs bark all the time when she is not in fowel urine smell coming from her small garden does not walk them only occasionally also ueased for gun dogs during shooting season but when at home all summer very seldom walked in kennels most of the time

Find your post a little hard to follow, as there is no punctuation?

It is unclear whether your issue is with overcrowding, environmental issues of fouling and/or noise.

Certainly if there are kennels of suitable size for the number of dogs then the number of bedrooms or the former status of the house has little bearing.

If unsanitary conditions prevail impinging on neighbours, or the barking is at nuisance levels then the council environmental health department will deal with any complaints.

As for breeding activities at present if they are breeding 4 or fewer (there are moves to make this two) are bred a year, and not considered to be a commercial enterprise, then a Breeding License is not required.

I have to agree - the number of bedrooms is immaterial.   And actually Council properties (x or not) usually have good sized backgardens, so provided the kennelling is adequate to house that number of dogs, I don't think there's an outstanding problem.

However, if there's smell (flies/rats?) and noise during antisocial hours especially, that's another matter.   And if they are breeding beyond the local rules covering that, again that would also need investigating.   Environmental Health would be interested.   Maybe.

It's up to you re whether or not you report this - bearing in mind you still, presumably, want to live there.    Once you report people, then relationships will have deteriorated, and it may well become very difficult to continue to live there.

We rented an ex-council property, 2 bedrooms but with a very long garden and kept our hounds (without outside kennelling other than a puppy pen for use during the daytime, when fine) with no problem/complaints.    And I know of at least one other who does the same.

if she's making money from breeding then would it be worth a call to the tax office/benefits office ?

Unless there's a restriction in the house deeds as to number of particular species allowed, she can have as many as she wants - I have 7 dogs here in an ex-council house.

Conditions however do need to be maintained so if you are concerned about smell, mess etc, then give Environmental Health a call.  Exercise wise there isn't much you can do, unfortunately - our Animal Welfare Act is frankly not worth the paper it was written on when it comes to stuff like that.  If the dogs are fed, watered and have shelter and aren't in poor condition then there isn't much you can do.

If they are in poor condition then give the RSPCA a call, but emphasise their condition rather than the kennel setup.

If the smell is impacting on your life or it's bringing In flies etc then environmental health. If the barking is on and off during social hours then that's what dogs do however if the barking is continuous or during unsocial hours then again it's reporting to environmental health.

How well do you get on with your neighbour and is it possible to speak to them regarding the smell and noise issue?

If I was penalised on bedrooms I would be worried.  I have a 2 bed house, and the second bedroom is miniscule.  I have the smallest living room in the world (when we all go in to watch TV at night, it's wall to wall dog.)

I don't have any kennels, and all my gang live in the house.  Yes, all 18 of them.  If I was limited to numbers I would be so very unhappy.  Take my dogs off me and I would just die.  I suppose I'm fortunate in that my neighbours either side are dog people.  We all are considerate and call in any barking dogs.  But I have to agree that, once you do start reporting people, you need to be sure that you can cope with the aftermath.

I totally agree with all the above replies. I actually received a very nasty, anonymous letter (sent via the mail) supposedly from 'the people of xxx' and it wasn't even my dogs barking! My long term neighbours didn't know about it and have never had a problem with my dogs.

I'd try speaking with your neighbour and explain exactly what concerns you. As an example you could suggest that it must be difficult to keep rinsing out to keep the smell down and recommend some nice smelling kennel disinfectant. If it's barking at unsociable hours ask if they've been having any troubles that is making their dogs bark - there could actually be a problem.
