Puppies often switch teats whilst feeding.   They drain one and move onto another!!  There's no point 'milking her' either - waste of what milk she does have!!   Pregnant and post whelping bitches DO NOT need 'puppy food'.   She should be on the same top quality food she's been having from the time she was mated, and before.

If she's not eating up properly (and that would mean limited milk although 3 puppies can't be challenging her overly) then have you considered whether she may actually be in trouble.   Unless she had a shot to eliminate any retained birthing material, or even a dead puppy, she will be quite ill.

Post whelping and nursing a litter (most often a big litter) could leave any mum out of condition even if taking in a good amount of food.  Some bitches just give their all to their puppies.   You may be facing supplementing these puppies until it's time to start weaning them,  IF they really don't have enough from mum.   Are they quiet and gaining daily?   That is your best indication of whether all is well, or not.

Are the puppies quiet, contended and gaining?

When a friend's bitch wouldn't eat after having pups and didn't produce much if any milk the pups were so noisy and unsettled. With my girl at one point didn't look like she had much but her pup was quiet and gained weight each time I weighed him. For her it as mainly the back two that had milk but for some reason pup preferred the other teats so we had to keep putting him the back ones.

Like JoStockbridge says - if pups are gaining weight, you can be sure they're getting enough milk.  If they are nursing and then falling into contented twitching sleep, they are happy.  Don't worry about what you can get out or how much it looks like she has, focus on the pups.
